APPLICANT REQUESTS THAT:

His Home of Record (HOR) be changed from Grand Terrace, CA to 
Dededo, Guam.


APPLICANT CONTENDS THAT:

His HOR is erroneously listed as the location where he attended 
dental school.  His actual HOR is in Guam where he lived since he 
was 12 years old and where the rest of his family resides.  He and 
his wife have a home in Guam where they intend to settle after he 
separates/retires from the military. 

He did not realize how the incorrect HOR would impact them until 
recently.  He now realizes the financial ramifications of having 
his HOR erroneously listed.

STATEMENT OF FACTS:

On 11 Jun 02, the applicant was commissioned as a second 
lieutenant in the AF Reserves listing his HOR as Grand Terrace, 
CA.

On 29 May 05, he was reappointed as an active duty captain.  


AIR FORCE EVALUATION:

AFPC/DPANF recommends denial indicating there is no evidence of an 
error or an injustice. In 2001, the applicant relocated from 
Dededo, Guam to Loma Linda, CA to attend Loma Linda University.  
During his second year at Loma Linda University he was selected 
under the Health Professions Scholarship Program (HPSP).  In Sep 
07, he recorded his HOR as Redlands, CA on his Application for 
Appointment as Reserve of the Air Force officer (AF24) with the 
intent to commission to attend HPSP.  In Jun 02, he commissioned 
as a second lieutenant in the AF reserves to attend HPSP (AF133).  
In May 05, upon completion of HPSP he was reappointed as Captain 
in the reserves and accessed to active duty in Jun 05 (AF766).  In 
Jun 02, he submitted AETC Form 1317, Commissioning Information For 
All Health Professions Applicants and AETC Form 1402, 
Certification of Enrollment For Air Force Health Professions, 
reflecting his HOR as Grand Terrace, CA.  Therefore, his HOR was 
listed as Grand Terrace, CA on his extended active duty order 
(Special Order AH-0568).  

The Joint Federal Travel Regulation, Volume I, Appendix A, reads 
Home of Record is the place recorded as the individual’s home when 
commissioned, appointed, enlisted, inducted, or ordered into a 
tour of active duty.  Additionally, it states the place recorded 
as the individual’s home when reinstated, reappointed, or 
reenlisted remains the same as that recorded when commissioned, 
appointed, enlisted or inducted or ordered into the tour of active 
duty unless there is a break in service of more than one full day.  
Only if a break in service exceeds one full day may the member 
change the HOR.  Any such correction must be fully justified and 
the home, as corrected, must be the member’s actual home upon 
entering the Service, and not a different place selected for the 
member’s convenience.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the applicant 
on 20 Jun 14 for review and comment within 30 days (Exhibit D).  
As of this date, no response has been received by this office.


THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing 
law or regulations.

2.  The application was timely filed.

3.  Insufficient relevant evidence has been presented to 
demonstrate the existence of an error or injustice.  We took 
notice of the applicant’s complete submission in judging the 
merits of the case; however, we agree with the opinion and 
recommendation of the Air Force office of primary responsibility 
(OPR) and adopt its rationale as the basis for our conclusion the 
applicant has not been the victim of an error of injustice.  
Therefore, in the absence of evidence to the contrary, we find no 
basis to recommend granting the requested relief.

THE BOARD DETERMINES THAT:

The applicant be notified the evidence presented did not 
demonstrate the existence of material error or injustice; the 
application was denied without a personal appearance; and the 
application will only be reconsidered upon the submission of newly 
discovered relevant evidence not considered with this application.
